The best way to pour cupcake batter and fill your baking cups to the suggested 2/3 full line is with a “medium-sized” triggered ice cream scoop.
To check that you’ve got the right-sized scoop fill it with water; the right one will hold 1/4 cup.
And if you want to frost cupcakes lavishly, you can also use a triggered scoop to ration the frosting (choose one that is a bit smaller in size) and then use a small off-set spatula to either smooth things out or create lots of swoops and swirls.
